Jon Ming (Simplified Chinese: 琼明/Traditional Chinese: 瓊明, Qióng Míng) is the leader (or Dragon Head) of the Lucky Dragons Triad.

He is the man who recruited Eddie Wu and Mike Wu to infiltrate the ranks Third Echelon, in order to gather information on the MRUUV, a submarine capable of launching nuclear missiles while underwater. For exchanged those informations against weapons from The Shop. When he learned that The Shop sells those informations to the general Lan Tun, he breaks the agreement and attack the base of the general Tun, saving the lives of Sam Fisher, because his mother is sick, and she lives in Taiwan.

- According to what is shown in Elite Squad, it is revealed that he is a muscular Chinese man in his 30s, of medium to tall height, bearded and full of tattoos.
- It is also revealed that he has several dragon tattoos, implying that these are the official tattoos of the Lucky Dragons Triad and that these are the tattoos that are used by Lucky Dragons members to differentiate themselves from other rival Chinese mobsters.
- It is also revealed that Jon Ming is a member of John Brown's Army, a notorious terrorist organization led by Emile Dufraisne (although it is unknown how and why Jon Ming is a member of John Brown's Army, if Dufraisne and Ming apparently did not know each other prior to the events of Elite Squad).
