Morris Cooper was the Central Intelligence Agency (CIA) Director during the MRUUV crisis in 2006.

2006: Operation Barracuda
During the meeting between government agency directors, Cooper and Third Echelon Director Irving Lambert were in a heated argument regarding a supposed mole that is planted inside one of the government agencies. Lambert asked Cooper if the CIA is even aware of this fact, to which Cooper replies that Lambert is blaming one of the agency heads.
Profile
Not much is known about Cooper, however, he is one of the few government members who have knowledge about Third Echelon and the Splinter Cell Program.

- Cooper only appears in one novel, and is never present or mentioned in any of the other Tom Clancy's Splinter Cell (media franchise).
